Is the new version safe again?
Is the newest version safe for a MacBook 14,3? There were boot loop issues on the 7.2 and 7.2 builds. In the newest build is it fixed now or does it still have the issues? And which is better, OCLP T2 or OCLP 3.0 RC3?

OCLP 3.0.0 RC2 had the same kernel panic issue on your Mac. I actually inherited the same bug from Dortania’s PatcherSupportPkg.
For RC3 there is not much info whether it actually boots on T1 Macs, only it is known that it works on non-T Macs.
The same is currently applying here at the moment. Once we or Dortania have a fix for this, I’ll include that in a new update.

So on non-T1 is safe to update. There are still bugs here and there, but neither results in a kernel panic.
